I've always interpreted that slow Hulkout as being David using every ounce of his willpower to not turn until he's managed to land the plane-----because he (understandably) fears that The Hulk will crash it.  The air traffic controller speaking to him is (unbeknownst to him) encouraging David not to transform also, saying: "Don't lose control, David. Don't lose control."  Of course, he is referring to the maneuvring of the aircraft, but David is using it as motivation for an entirely different reason.
