By restraint, I really didn't mean "holding back". The TV Hulk never really seriously hurt anyone, even though he certainly had good reason to. His moments of real rage seemed more often to be directed at "things" rather than people. So, somewhere in the depths of the Hulk's mind, David Banner was able to exert a little influence in just how far the Hulk would go. Again, just my take based on how I interpret his actions. Also, I have to remember that as often as not, the Hulk was motivated by other emotions other than pure anger/rage. Fear and pain were often cited as reasons for the Hulk outs.
